Harley Quinn is a  a criminal mastermind in her own right. She is highly trained in hand-to-hand combat and is a skilled gymnast and acrobat, making her a formidable opponent in any fight. Harley Quinn's combat skills, combined with her cunning and agility, make her a force to be reckoned with.

Meanwhile, Poison Ivy is a botanist who has gained control over plants and the ability to control people's minds with her pheromones. Her chlorokinesis allows her to control and manipulate plant life, making her vines a powerful weapon in any fight. Poison Ivy has defeated some of the most powerful heroes in this DC Universe in the HBO Max series, including Superman, Batman, and Wonder Woman, by using her pheromones to stop them from fighting.

Additionally,  Poison Ivy can use her powers to grow to massive size where her strength is so great that she can rip Kaiju sized tree monsters in half.

In a fight between Moon Girl and Devil Dinosaur and Harley Quinn and Poison Ivy, I believe that Poison Ivy's chlorokinesis and pheromones would be too much for Moon Girl and Devil Dinosaur to handle. Meanwhile, Harley Quinn's combat skills and agility would make short work of Moon Girl.

In conclusion, while Moon Girl and Devil Dinosaur are a dynamic duo in the Marvel Universe, I believe that Harley Quinn and Poison Ivy from the HBO Max animated series would easily come out on top in a fight between the two teams. The combination of Harley Quinn's combat skills and Poison Ivy's chlorokinesis and pheromones make them a truly formidable duo.
